Expands the definition of "state" to include Canadian provinces/territories and allows Service Oklahoma to give notice via first-class mail with notice complete after 10 days

Prohibits individuals from holding more than one state-issued driver license or identification card; those with both as of November 1, 2025 may keep both until the first expiration, then must surrender one

Extends the timeframe for expired Oklahoma driver licenses to remain valid for renewal purposes from 1 year to 3 years past expiration date

Requires design of a "veteran 100%" emblem for driver licenses/ID cards for 100% disabled veterans by March 1, 2026, and makes disability placard application information confidential

Modifies DUI-related provisions by moving blood/breath collection validity requirements to Section 752 and requiring Service Oklahoma take no action on sworn reports received more than 180 days after arrest
