Amends nonconsensual towing rates to replace previous distance-based and detailed fee schedules with simplified hourly rates: $199/hour (2-hour minimum) for vehicles 26,000 lbs or less, and $299/hour (2-hour minimum) for vehicles over 26,000 lbs

Increases maximum outdoor storage rates (e.g., from $15 to $23.94/day for motorcycles and light trucks under 20 feet) and indoor storage rates (e.g., from $25 to $39.90/day for similar vehicles), with rates to be adjusted annually based on the Consumer Price Index

Requires the Corporation Commission to calculate and notify towing services of new hourly rates annually based on CPI changes, with Commission-calculated rates taking effect November 1, 2026

Mandates the Corporation Commission to review nonconsensual towing rates at least every two years, using an independent expert witness whose costs will be added to annual fees assessed on towing services

Requires wrecker operators to maintain documentation for hourly rate charges and provide reasonable documentation to substantiate all fees charged to vehicle owners, lienholders, agents, or insurers
