Oklahoma State University Veterinary Medicine Authority must establish a plan by November 1, 2026 for a comprehensive elk population study in the Special Northwest Zone covering private lands in Woodward, Dewey, Ellis, and portions of Roger Mills counties

Study must assess current elk population size, distribution, density, health, genetic diversity, disease monitoring, and signs of inbreeding

Study must evaluate effectiveness of current management strategies including hunting, predation control, and habitat conservation, and produce a management plan with recommendations

Authority may coordinate with state and federal agencies, including requesting temporary suspension or restrictions on elk hunting during the study period

Authority may engage external experts and scientists, must maintain detailed financial records of appropriations and expenditures, and may carry forward unexpended funds to future fiscal years
