Flag displays are protected when made from a person's vehicle or when physically held by a person, whether on foot or in a vehicle

Flags must be displayed in accordance with accepted standards for proper and respectful display and cannot be altered, modified, or defaced

Applies to motorcycles and all vehicles authorized to operate on public roads or highways

Declared an emergency measure, taking effect immediately upon passage and approval
