Creates the Oklahoma AI Education Innovation Revolving Fund as a continuing fund in the State Treasury, with quarterly distributions to four agencies: State Department of Education (42.2%), Oklahoma State Regents for Higher Education (42.2%), Department of Career and Technology Education (8.9%), and Department of Libraries (6.7%)

Funds may be used for AI tools and platforms, professional development for educators, curriculum development, research, student workforce readiness programs, infrastructure improvements, and public awareness initiatives, with administrative costs capped at 5% of each agency's annual distribution

Establishes the 17-member Oklahoma AI Education Advisory Council to advise agencies on AI education initiatives, review agency reports, and submit annual reports to the Governor and Legislature; the council continues until July 1, 2031 under the Oklahoma Sunset Law

Requires each receiving agency to submit annual reports by October 1 detailing expenditures, educational outcomes, and recommended improvements to the Governor, legislative leadership, and the Advisory Council

Effective date is November 1, 2026
