Oklahoma Water Resources Board must require all groundwater permit holders to implement measuring systems (including pump and irrigation monitoring telemetry devices) on all wells, with data used for annual groundwater use reports

Beginning January 1, 2026, the Board shall provide five-year flex allocations allowing permit holders to exceed annual groundwater limits in any single year, provided cumulative usage stays within the basin's total five-year allocation

Permit holders cannot exceed their annual allocation by more than 200% in any single year of the five-year period

Five-year flex allocations are available to existing permit holders, new applicants, and temporary permit holders, with no new permit required for existing holders

Domestic wells are exempt from these requirements; the act becomes effective November 1, 2025
