Amends 27A O.S. 2021, Section 3-1-103 to alphabetize statutory definitions in the Conservation District Act without changing their substance

Adds new authority for the Oklahoma Conservation Commission to enter into contracts, create shared positions, administer statewide and local programs, and explore funding sources for conservation programs, practices, and pilot projects

Expands the Commission's ability to secure cooperation and accept donations, grants, and contributions from "other entities or individuals" in addition to federal and state agencies

Changes terminology from "substate" to "sub-state" planning districts and updates reference to "Secretary of Energy and Environment" rather than "the Environment"

Effective date is November 1, 2025
