Creates the "Rethinking Paying Subminimal Wage to Persons with Disabilities Task Force" to develop a plan for phasing out subminimum wages paid to workers with disabilities under federal 14(c) certificate programs in Oklahoma

Task Force consists of 11 members including legislators, disability advocates, a self-advocate with subminimum wage experience, state agency directors, and a private employer of individuals with disabilities

Must identify obstacles to phasing out subminimum wages, establish a transition timeline, and recommend alternative meaningful day programs for those unable or unwilling to move to competitive employment

Task Force exists from November 1, 2025 until November 1, 2027, with a final report due to the Governor and legislative leadership by January 1, 2028

Members receive no compensation; staff support provided by legislative staff, with multiple state agencies required to provide information as requested
