Victims and their families gain the right to confidentiality of crime scene and autopsy photographs during clemency hearings before the Pardon and Parole Board

Crime scene and autopsy photographs of victims submitted to the Pardon and Parole Board are added to the list of confidential records exempt from the Oklahoma Open Records Act

Two separate clemency hearing packets must be submitted: one for public access (excluding victim photographs) and one for the Board containing all photographs including autopsy and crime scene images

The Pardon and Parole Board may seal from public view any submission in the public clemency packet that would infringe on victim confidentiality or privacy, determined by majority vote

The Governor's Office receives the complete clemency packet including all autopsy and crime scene photographs; effective date is November 1, 2025
