Establishes the Urban Agriculture Cost Share Program administered by the Oklahoma Conservation Commission to promote sustainable urban agriculture, improve food security, and enhance green spaces in urban areas

Eligible projects include community gardens, rooftop/vertical farming, greenhouses, rainwater harvesting systems, urban apiaries, pollinator gardens, livestock infrastructure, composting programs, and urban farming education programs

Eligible land must be within 5 miles of a Census-designated urban area and includes private land, state/local government land, and certain federal lands

Funding comes from the Oklahoma Conservation Commission Infrastructure Revolving Fund, with no more than 30% usable for administrative expenses; the program does not create any state financial liability

Requires annual reporting of project statistics, funds expended, and community impacts to be posted publicly and shared with the Secretaries of Agriculture and Energy and Environment; effective November 1, 2025
