Speaker of the Oklahoma House appoints 2 members: one rural resident and one former superintendent from a district with enrollment under 10,000 students

President Pro Tempore of the Oklahoma State Senate appoints 2 members: one rural resident and one former superintendent from a district with enrollment over 10,000 students

All appointed members serve 4-year terms at the pleasure of their appointing authority, with the act becoming effective November 1, 2025
