Expands charter school sponsorship eligibility for schools serving youth in state or county custody or supervision, allowing the Statewide Charter School Board to sponsor charter schools operated by or contracted with the Office of Juvenile Affairs for county-supervised youth

Effective date is July 1, 2025, with an emergency clause allowing immediate effect upon passage and approval

Maintains existing charter school sponsorship structure including school districts, accredited higher education institutions, federally recognized Indian tribes (for native language immersion or on trust land), and the Statewide Charter School Board

Statewide Charter School Board remains limited to sponsoring no more than five new charter schools per year in counties with populations under 500,000
