Creates the Oklahoma Plain Writing Act of 2025, requiring all state agencies—including boards, commissions, departments, the Judiciary, Legislature, and Governor's Office—to use clear, concise, well-organized writing in public-facing documents

Requires agency heads within 9 months to designate senior officials for oversight, train employees in plain writing, establish compliance processes, and create a plain writing section on agency websites with public feedback mechanisms

Mandates agencies use plain writing in all covered documents (forms, notices, letters, publications, instructions related to government benefits, services, or compliance requirements) beginning 1 year after the effective date

Directs the Office of Management and Enterprise Services to issue implementation guidance within 6 months; agencies may follow federal Plain Language Action and Information Network guidelines in the interim

Bars judicial review of compliance and creates no enforceable rights; requires agencies to publish compliance plans within 9 months and annual compliance reports beginning at 18 months; effective November 1, 2025
