Amends Oklahoma's Parents' Bill of Rights to allow parents to bring private lawsuits against schools for damages when violations cause harm to their child

Changes multiple parental consent provisions from "opt-out" to "opt-in" requirements, including for sex education, AIDS instruction, social and emotional learning programs, diversity/equity/inclusion activities, and data collection surveys

Expands parental rights to review all learning materials, budget expenditures, contracts, and information about school programs including curriculum, counseling, orientation, and training programs

Broadens grounds for parental objections to include any material or instruction deemed harmful based on beliefs about sex, morality, religion, race, or gender including gender identity

Establishes $1,000 fine per violation for schools that fail to comply; expands definition of "mental health therapy" requiring parental consent to include gender-affirming care, transitioning information, and suicide prevention programs; effective November 1, 2025
