Amends Oklahoma's rape statute (Section 1111) and lewd acts statute (Section 1123) to explicitly include employed and contracted school resource officers and security guards within the definition of "employee of a school system"

Closes a legal loophole by ensuring school resource officers and security guards can be prosecuted for rape or sexual battery when they engage in sexual conduct with students ages 16-19 who are under the supervision of their school

Maintains existing protections for students ages 16-19 against sexual misconduct by school employees who are 18 or older, including teachers, principals, and contractors

Declared an emergency measure, taking effect immediately upon passage and approval rather than waiting for the standard effective date
