Creates the Regional Rural Transportation Task Force to address transportation needs in western Oklahoma, covering the NORTPO and SORTPO regions, with the Task Force expiring December 31, 2026 unless extended by legislation

Membership includes 11 representatives from state agencies and organizations: legislators from the House and Senate representing western Oklahoma, transportation directors from NORTPO and SORTPO, and officials from the Oklahoma Health Care Authority, State Department of Health, Department of Human Services, Department of Transportation, Department of Commerce, and Oklahoma Rural Health Association

Requires the Task Force to develop and implement at least three pilot programs by December 31, 2026 focused on volunteer drivers, mileage reimbursement, real-time tracking software for rural areas, and centralized transit hubs

Directs expansion of the Oklahoma Department of Transportation's mobility management program to add two mobility navigators each in the NORTPO and SORTPO regions, funded at 100% of eligible program costs

Mandates annual reports to the Governor and legislative leadership by October 1 each year, with the first report due October 1, 2025; effective date is July 1, 2025 with an emergency clause
