Creates a limited licensure pathway for international medical school graduates who have completed a three-year postgraduate training program in their licensing country or practiced as a physician for at least 3 of the last 5 years outside the U.S.

Limited licensees must work at health care providers with ACGME-accredited postgraduate training programs (academic health systems or OSU College of Osteopathic Medicine) under supervision of the department chair.

After 3 years of practice in Oklahoma with good standing and passing USMLE Step 1, 2 CK, and 3, limited licensees may obtain full unrestricted licensure.

Requires original source verification of ECFMG Certification or Medical Council of Canada Qualifying Examination Certification, replacing the previous certified copy requirement.

Effective November 1, 2025.
