Amends the Oklahoma Uniform Building Code Commission Act to add continuing education requirements for construction industry personnel including code officials, design professionals, and trade workers

Reduces the experience requirement for the local-level regulator/inspector Commission member position from 15 years to 10 years of representing municipalities

Establishes a workforce development process to increase the number of available code officials in Oklahoma, with rules to be promulgated by the Commission

Provides free regional training for state-licensed building code officials, funded by permit fees; allows assessment of fees to non-licensed participants to cover training costs, deposited in the Oklahoma Uniform Building Code Commission Revolving Fund

Authorizes electronic submission of semiannual collections reports to the Governor, President Pro Tempore of the Senate, and Speaker of the House; effective November 1, 2025
