Expands eminent domain expense reimbursement provisions to include right-of-way condemnation for oil and gas pipelines under Title 52, Sections 52, 60, or 61

Property owners may recover reasonable attorney, appraisal, and engineering fees when: the property cannot be acquired by condemnation, the proceeding is abandoned, or the jury award exceeds the greater of the commissioners' award or the last written offer by at least 10%

Requires fees to be actually incurred through written contract to qualify for reimbursement

Condemning party must pay all awarded reimbursement sums to the property owner

Effective date: November 1, 2025
