Amends Oklahoma's felony classification system (Classes A3, B1, B4, B5, C1, and C2) by updating internal statutory citations, correcting section references, and reorganizing numbered offense lists

Removes "exploitation of an elderly person or disabled adult" from Class B1 and reclassifies several dogfighting-related offenses from Class C2 to Class B5

Requires jury instructions to include minimum time-served requirements on sentences (changed from permissive "may" to mandatory "shall"), expressed as a percentage

Mandates that criminal judgments include the statutory reference with relevant subsections, felony classification level, required minimum time to be served, and offense date

Directs the Department of Corrections to default to the lowest possible classification level and minimum time-served if judgment documents are missing this information; effective date January 1, 2026
