Transfers administration of the Oklahoma Employee Insurance and Benefits Act from the Office of Management and Enterprise Services to the Oklahoma Health Care Authority, effective November 1, 2025

Replaces references to "Director of the Office of Management and Enterprise Services" with "Chief Executive Officer (CEO) of the Oklahoma Health Care Authority" throughout the statutes governing state employee insurance programs

Requires the Oklahoma Health Care Authority to work in conjunction with the Office of Management and Enterprise Services to determine state employee benefit elections and eligibility

Maintains the existing Oklahoma Employees Insurance and Benefits Board structure with seven appointed members who serve in an advisory capacity, now to the Oklahoma Health Care Authority instead of OMES

Updates statutory cross-references and formatting throughout approximately 36 sections of the Oklahoma Employee Insurance and Benefits Act without substantively changing the underlying benefit programs
