Department of Human Services will administer three federal programs previously under Oklahoma Department of Commerce: the Weatherization Assistance Program (DOE), Community Services Block Grant (HHS), and Emergency Solutions Grants Program (HUD), effective July 1, 2026

All powers, duties, records, assets, fund balances, and administrative rules related to these programs transfer from the Department of Commerce to the Department of Human Services, with the Office of Management and Enterprise Services coordinating financial transfers

Transferred employees must provide written consent and cannot be required to accept a lesser grade or salary; they retain all earned leave, retirement, and longevity benefits

Director of Human Services must appoint a transition team including representatives from both departments, a statewide community action agency association, and two community action agency executive directors

At least 90% of Community Services Block Grant funds must be allocated to community action agencies, with income eligibility for Energy Conservation Assistance grants set at 125% of federal poverty guidelines and a maximum grant amount of $3,000
