Increases eligibility requirements for Adjutant General from 3 to 8 years of Oklahoma National Guard service and guarantees Major General pay rate regardless of federal recognition status at appointment

Expands Adjutant General authority to arm military personnel on installations, accept donations for National Guard programs, and serve as chief of fire protection and police units under the Military Department

Creates the Oklahoma National Guard CareerTech Assistance Program providing tuition assistance for Guard members enrolled in technology center schools, limited to 3 years maximum, with a corresponding revolving fund and benefit transfer provisions for dependents

Adopts the federal Manual for Courts-Martial as the Oklahoma State Manual for Courts-Martial and establishes penalties for domestic violence offenses by militia members including spousal abuse and intimate partner violence

Names new readiness facilities the "Benjamin T. Walkingstick National Guard Complex" and prohibits marijuana use by state military forces members regardless of state medical marijuana laws
