Amends 22 O.S. 2021, Section 340 to restrict grand jury transcripts to use only in criminal proceedings, related asset forfeiture proceedings, removal proceedings, or preparation for those proceedings, unless a court grants release after a motion showing good cause by clear and convincing evidence

Requires pleadings requesting grand jury transcripts to be sealed and hearings to be closed to the public, unless the presiding judge determines public interest in openness outweighs maintaining grand jury secrecy

Prohibits attorneys who obtain grand jury transcripts from representing any party in related civil cases or using transcripts to benefit or harm parties in civil proceedings, except in civil asset forfeiture cases related to grand jury indictments

Allows prosecutors to continue criminal prosecutions while their office is engaged in related civil litigation, provided grand jury transcripts are not shared with staff involved in the civil case

Violation of transcript disclosure restrictions is a misdemeanor and may be punishable as contempt; effective date is November 1, 2025
