Creates the Municipal Code Lien Enforcement Act of 2025, authorizing Oklahoma municipalities to place liens on real property for unpaid fines, penalties, and abatement costs resulting from housing and building code violations

Exempts owner-occupied properties (homesteads and principal residences) from judicial in rem foreclosure proceedings under this act

Requires cumulative outstanding fees, penalties, and abatement costs to equal or exceed $1,500 before enforcement can commence; interest accrues at 7.5% per annum from the date the lien is filed

Municipalities must wait 6 months after recording a lien before filing a foreclosure petition and must provide 60 days notice to other taxing agencies; notice must be sent via certified mail and regular mail to interested parties and published for 3 consecutive weeks

Municipal code liens are superior to all other liens except tax liens; effective November 1, 2025
