Creates the "Renewable Energy Facility Act" requiring all renewable energy facilities (wind, solar, battery storage, hydrogen) to obtain permits from the Oklahoma Corporation Commission before commencing operations

Requires facility operators to notify all surface, mineral, and adjacent property owners within a half-mile radius by U.S. mail at least 60 days before starting construction

Authorizes the Commission to assess permit filing fees up to $40,000 per permit, calculated on a per acre, per turbine, or per megawatt basis

Imposes penalties of $1,500 per violation per day for operating without a permit or violating Commission rules

Existing and under-construction energy facilities must obtain permits by January 1, 2026, with public utility-owned facilities exempt from permit fees
