Creates the Oklahoma Agrivoltaics Act establishing a 17-member Oklahoma Agrivoltaics Advisory Committee to develop strategies for siting renewable energy projects and transmission systems in ways that support farming, ranching, and forestry operations

Committee membership includes the Secretaries of Agriculture and Energy/Environment, representatives from tribal governments, renewable energy industry, field crop producers, livestock producers, electrical transmission/distribution, forestry, and Oklahoma State University's Division of Agriculture

Requires the Oklahoma Center for the Advancement of Science and Technology (OCAST) to submit a report to the Legislature by January 1, 2026, identifying existing tools, policy options, and research needs for developing renewable energy while maintaining agricultural productivity

Establishes the Oklahoma Agrivoltaics Cash Revolving Fund in the State Treasury to receive gifts, grants, and contributions for carrying out the Act's provisions

Declares an emergency, making the act effective immediately upon passage and approval; passed the House on March 26, 2025, and the Senate on May 7, 2025
