Prohibits motor vehicle factories and their affiliated "common entities" (entities with more than 30% ownership or control by a manufacturer/distributor) from operating as new motor vehicle dealers in Oklahoma, with limited exceptions for dealer development programs and temporary transitions

Defines "common entity" as any person, firm, or joint venture acting as a dealer that is directly or indirectly controlled by, or has more than 30% equity interest owned by, a factory, manufacturer, or distributor

Strengthens dealer data protection by requiring dealer management system providers to maintain commercially reasonable data security standards and prohibiting factories from blocking authorized integrators that meet security requirements from accessing dealer data systems

Expands prohibited factory practices to include requiring dealers to purchase goods, services, or use specific vendors for dealership operations (including electronic services, websites, and software) unless from a vendor of substantially similar quality chosen by the dealer

Requires factories to consider actual vehicle allocation offered to dealers when measuring sales/service performance standards, and must make fair and proportional shares of all new vehicles available to same line-make dealers on reasonable terms
