Consolidates license fee categories, eliminating separate fees for manufacturers/distributors of motor vehicles versus powersports vehicles, with initial fees of $400 and renewal fees of $300 for manufacturers, distributors, factory branches, and distributor branches

Expands manufacturer right of first refusal provisions to include real property purchases or leases on the same terms as the dealer's contracted sale, and adds withdrawal rights for selling dealers in multi-dealership transactions

Requires mileage distances for new dealership establishment or relocation protests to be measured from the nearest property boundary points rather than unspecified locations

Takes effect November 1, 2025
