Establishes a Public Access Counselor Unit within the Office of the Attorney General to review denials of open records requests from public bodies (excluding the Legislature and its committees)

Persons denied access to public records must file a request for review within 30 calendar days; the Public Access Counselor must forward requests to public bodies within 7 business days and issue advisements within 60 calendar days

Public bodies that disclose records following Attorney General advice receive immunity from liability and penalties under the Open Records Act

Grants the Attorney General authority to investigate and prosecute civil or criminal violations of the Oklahoma Open Records Act and Oklahoma Open Meeting Act

Declared an emergency measure taking effect immediately upon passage and approval; passed the House on March 25, 2025 and the Senate on May 5, 2025
