Requires hearing screenings for all students in pre-kindergarten, kindergarten, grades 1, 2, 3, 5, 7, and 11 at public schools and charter schools, with screenings conducted by personnel approved and listed on a State Department of Health registry

Establishes specific technical standards for screening equipment including pure tone audiometers, tympanometers, otoacoustic emission devices, and tablet-based assessment software, all requiring annual calibration to ANSI standards

Creates a three-year gradient implementation approach: first year allows any approved screening method; second and third years require speech and high-frequency pure tone screening for special education students and parent/educator referrals

Students who fail screenings must be referred for comprehensive hearing examinations by licensed audiologists, who must submit written reports including diagnoses, treatment recommendations, and educational adjustments to the school, parents, and State Department of Health

Effective June 1, 2025, with school district notification requirements beginning for the 2026-2027 school year; students cannot be prohibited from attending school for failure to provide screening results
