Qualified residential treatment programs may file petitions for protective orders on behalf of children in their care against third parties who pose threats to the child's physical or emotional well-being, requiring evidence of harassment, abuse, neglect, exploitation, or other endangering behaviors

Amends the Oklahoma Children's Code definitions section (10A O.S. 2021, Section 1-1-105) to update and clarify terminology used throughout child welfare statutes

Creates new Section 1-8-113 of Title 10A to establish the protective order filing authority for qualified residential treatment programs

Effective date is July 1, 2025, with an emergency clause allowing immediate effect upon passage and approval for public peace, health, or safety preservation
