Creates a five-member Advisory Board on Massage Therapy appointed by the Governor to assist with qualifications, examinations, and professional conduct standards

Establishes license fees of $50 per year for renewals, $10 for duplicate licenses, with biennial license expiration and a 30-day grace period for late renewals
