Creates a new Oversight Committee on Massage Therapy consisting of 3-5 members selected by the Advisory Board on Massage Therapy to serve 4-year terms

Oversight Committee responsibilities include establishing formal complaint, investigation, and hearing processes for violations under Section 4200.11

Committee must provide required annual training for sexual harassment, assault, and professional conduct standards for massage therapists

Committee will make recommendations to the State Board of Cosmetology and Barbering for disciplinary actions

Effective date is November 1, 2025
