Adopts the International Holocaust Remembrance Alliance (IHRA) working definition of antisemitism from May 26, 2016, including its examples, as the official state definition

Requires all state departments and agencies to consider antisemitism as evidence of discriminatory intent when enforcing laws prohibiting discrimination based on race, color, religion, or national origin

Applies the definition to hate crime prosecutions where defendants intentionally selected victims based on actual or perceived race, color, religion, or national origin

Includes explicit protections stating the law does not infringe on First Amendment rights, conflict with existing discrimination laws, or create any new enforceable legal rights against the state

Effective date of November 1, 2025
