Expands Oklahoma National Guard Educational Assistance Program coverage to include program fees, academic service fees, and other fees in addition to tuition and mandatory fees, with all fees requiring joint approval by the State Regents for Higher Education and the Military Department

Authorizes the Military Department to establish a cap on the number of eligible Guard members allowed to participate per semester per undergraduate or graduate program

Adds requirement that Guard members must possess a Military Occupational Specialty (MOS) or Air Force Specialty Code (AFSC) after their first semester to retain program eligibility

Assigns the Military Department authority to promulgate regulations for the application process and eligibility determination, with coordination required between the State Regents and Military Department on rules

Effective July 1, 2025, with emergency clause for immediate effect upon passage and approval
