Enacts the Uniform Electronic Legal Material Act in Oklahoma, establishing standards for official electronic publication of legal materials including the state constitution, session laws, statutes, administrative code, agency rules, and Attorney General opinions

Requires official publishers who publish legal materials only in electronic format to designate the electronic record as official and provide authentication methods allowing users to verify records are unaltered

Creates a legal presumption that authenticated electronic legal materials are accurate copies, with the burden of proof on any party challenging authenticity to prove by preponderance of evidence that records are not authentic

Mandates official publishers preserve and secure electronic legal materials, ensure record integrity, provide backup and disaster recovery, and make materials reasonably available to the public on a permanent basis

Effective date of January 1, 2026
