Inter-district transfer students shall automatically continue attending their transferred school each year unless denied for disciplinary reasons or excessive absences (10+ unexcused absences per semester), eliminating the previous requirement for annual receiving district approval

Intra-district transfers within a school district shall also automatically continue each year, with districts required to give enrollment preference to students residing in the school site boundary, prior attendees, siblings, children of district employees, and students who moved within the district

Military dependent children receive provisional eligibility for intra-district transfers regardless of capacity, with limits of 2 per 100 students at elementary level, 4 per 100 at middle school, and 6 per 100 at high school

Schools cannot deny enrollment prior to residency for military-connected students with IEPs, special education needs, or Section 504 accommodations, and must ensure comparable services are in place before the student's first day

Transfer students are limited to two transfers per school year to non-resident districts or school sites, except foster children who have no limit; effective date is July 1, 2025
