Amends the definition of "per-pupil expenditure" in Oklahoma law (70 O.S. 2021, Section 1-124) to expand the categories of expenditures included in the calculation

Adds three new expenditure categories: academic instruction through career and technology education programs, instruction through concurrent classes satisfying graduation requirements, and support services for students

Requires the State Department of Education to report each individual category of expenditure separately when publishing per-pupil expenditure figures, in addition to the aggregate total

Effective date of July 1, 2025, with an emergency clause allowing immediate effect upon passage and approval
