Extends the deadline for achieving 95% statewide broadband coverage from June 30, 2028 to December 31, 2030

Board appointee terms extended to serve until December 31, 2030 rather than June 30, 2028

All three broadband entities must use the year prior to termination to cease their affairs and wind down operations
