Amends 60 O.S. 2021, Section 863 to change Department of Human Services rulemaking authority for group homes from mandatory ("shall") to permissive ("may") regarding spacing limitations of 1,200 feet between group homes

Separates rulemaking requirements into two categories: optional rules for geographic spacing limitations and mandatory rules for resident care, health/safety protections, petition procedures, and license fees

Maintains existing requirements that group homes be treated as permitted residential uses in all residential zones without special permits, and that political subdivisions notify property owners within 300 feet of proposed group home locations

Continues requirement for Department of Human Services to maintain a publicly available list of group home locations, capacities, and occupancy without identifying resident information
