Establishes the "Dr. Tom Coburn Act" to regulate Oklahoma's participation in Article V constitutional conventions for proposing amendments

Defines "commissioner" as a person selected by legislative resolution to represent Oklahoma at an Article V convention, with authority and instructions set forth in their commission

Makes it a felony for a commissioner or alternate commissioner to exceed the scope of their granted authority by voting or acting beyond their commission's instructions

Creates a felony offense for knowingly bribing, threatening, intimidating, or obstructing any commissioner (including those from other states) at a convention held in Oklahoma

Effective date: November 1, 2025
