Amends the Self-Service Storage Facility Lien Act to allow rental agreements to be delivered and accepted electronically between owners and occupants

Establishes that if an occupant fails to sign a rental agreement within 30 days of delivery, continued payment of rent or use of the storage space constitutes acceptance of the agreement

Permits facility owners to have vehicles, watercraft, or trailers towed after the occupant is in default for 60 days, with no liability once the towing company takes possession

Sets late fees at a maximum of $20.00 or 20% of unpaid rent, whichever is greater

Allows owners to dispose of abandoned property with apparent value 15 days after delivering written notice by certified mail or verified mail, effective November 1, 2025
