Amends Oklahoma custody law to add conviction of a crime under the Oklahoma Child Abuse Reporting and Prevention Act as a new ground creating a rebuttable presumption that a parent is unfit for custody or guardianship

Maintains existing presumption of parental unfitness for sex offender registration, certain felonies, alcohol/drug dependency with risk of bodily harm, domestic abuse convictions within 5 years, or residing with individuals convicted of such offenses

Requires nonparents seeking custody to prove by clear and convincing evidence that a parent failed to provide child support for 12 of the past 14 months, or abandoned the child for one year or more without regular visitation

Prohibits courts from awarding custody to anyone convicted of 17 specific crimes involving sexual abuse, exploitation, or trafficking of children, including rape, incest, and child sexual abuse material offenses
