Shifts notification requirements from newspaper publication to electronic posting on the Department's website, with the public able to subscribe for updates and notifications on pending permit applications

Reduces the deadline for the Department to prepare response to comments from 90 days to 45 days after the close of the public comment period for Tier II applications

Shortens the timeframe for holding public meetings on draft permits from 120 days to 75 days after notice of the draft permit is issued

Reduces the deadline for scheduling prehearing conferences in Tier III administrative hearings from 60 days to 45 days after the end of the hearing request period
