Creates the "Shai Cooper Act" expanding home study waiver eligibility in adoption cases to include immediate relatives (brother, sister, grandparent, aunt, or uncle) of the child, in addition to stepparents

Courts may waive home study requirements if the waiver is in the child's best interest, the petitioner has been married at least 1 year with the child living in their home, and the petitioner has no felony convictions or history of child abuse, neglect, domestic violence, or protective orders

Single immediate relatives may request home study waivers without the marriage requirement

Foster, relative, and stepparent adoptions that do not meet waiver criteria still require home studies to be completed within 60 days of court order
