Amends the Oklahoma Museum of Popular Culture Supplemental Revolving Fund by changing the cutoff date for counting donations and pledges from May 25, 2023 to May 25, 2021, expanding the eligible fundraising period by two years

Requires $18 million in matching funds from local/county governments, federal government, or private donations before state expenditures can be made from the fund

Fund supports repairs, planning, staging, refurbishments, improvements, and construction of the Oklahoma Museum of Popular Culture

If the State Treasurer does not authorize expenditures by November 15, 2025, all unencumbered funds transfer to the General Revenue Fund
