Beginning August 1, 2026, school districts may only employ special education administrators (directors and assistant directors) who hold a valid standard teaching certificate and obtain an acknowledgment of competency within one year of hire

State Board of Education must develop two competency tracks by January 1, 2026: a micro-credential track for those with 5 or fewer years of experience, and a standard track for those with 6 or more years of experience

Both tracks require completion of a 150-clock hour special education program covering federal and state laws, regulations, policies, and procedures, with the micro-credential track requiring 70% mastery on coursework and examinations

Special education administrators must pass a subject area competency examination in mild-moderate disabilities, severe-profound disabilities, or comprehensive special education

Individuals with a valid Special Education Teaching Certificate or a master's degree in school administration, special education, or a related field are exempt from the competency and examination requirements
