Changes penalty revenue distribution from per-dollar allocation ($0.21/$0.21/$0.58) to flat amounts: $5.00 apportioned per Section 1104, $5.00 retained by licensed operators, and remaining funds to General Revenue Fund

Prohibits Service Oklahoma and licensed operators from waiving penalties except as specifically authorized under Section 1127
