Enacts the "Regulations from the Executive in Need of Scrutiny (REINS) Act of 2025" to increase legislative oversight of administrative rules in Oklahoma, requiring the Legislative Office of Fiscal Transparency (LOFT) to conduct rule impact analyses for "major rules"

Defines "major rule" as any administrative rule expected to result in $1,000,000 or more in implementation and compliance costs over the initial five-year period after implementation

Requires LOFT to analyze proposed major rules within 21 calendar days, assess agency compliance with rulemaking requirements, and report findings to designated legislative committee chairs

Mandates that agencies prepare comprehensive rule impact statements including economic analysis, cost quantification, methodology explanations, and determinations on small business impacts before adopting rules

Moves the deadline for agencies to submit proposed permanent rules for legislative review from April 1 to February 1, and requires major rules to be addressed in separate joint resolutions from non-major rules
